San Mateo County Health's Behavioral Health and Recovery Services (BHRS) Division has an exciting opportunity for an experienced Clinical Services Manager I -Nursing (CSM I) in Behavioral Health and Recovery Services. This position has a leadership component and will be part of the Management leadership team, and report to the Medical Director. This CSM I Nursing Manager will provide clinical supervision, consultation and training to the Community Mental Health nurses who provide services to adult outpatient and field-based teams, throughout the County of San Mateo, BHRS.

The Clinical Services Manager I-Nursing manager will provide clinical supervision for the Community Mental Health nurses, participate in the overall management of division and inter-division nurse issues, train and provide orientation to a dedicated and experienced nursing team, develop clear and consistent policies and procedures for nursing practice at BHRS, for necessary standardization of practice, quality onboarding of new staff, continuous training, oversight of practice, and quality control. The CSM I Nursing will Co-Chair the Infection Control Committee (ICC).

The CSM I Nursing manager direct care role, will provide nursing support to outpatient teams, providing psychiatric assessments, clinical case management services, medication therapy and individual, group and family counseling. They will work with acute hospitals and community resources to coordinate clients' clinical care and recovery services.

This is a full-time 40-hour per week position. T his position will have an office located at 2000 Alameda De Las Pulgas, but will travel throughout San Mateo County and out of the county.


The ideal candidate for this position will have:

• A Master's degree in Psychiatric Nursing.
• A minimum of one-year experience in an outpatient community mental health setting.
• Skill in establishing and maintaining productive working relationships with consumers, families, and contract providers.
• Skills and knowledge of principles and practices of supervision which includes development of medical/nursing policies, procedures and protocols.
• Ability to organize, coordinate and evaluate nursing services to ensure quality client care and conform to all prescribed standards.
• Ability to analyze nursing service delivery problems and develop recommendations and consult with executive management to resolve concerns.
• Experience training nursing staff and experience providing clinical supervision
• Knowledge of current psychiatric nursing practice including psychopharmacology and the medical issues associated with serious mental illness.
• Knowledge of the behavioral health needs of adults with serious mental illness and co-occurring disorders.
• Knowledge of the principles of psychiatric rehabilitation and recovery.
• Experience in providing individual and group skill-based psychoeducation.
• Experience in the geriatric population and experience in collaborating with older adult services providers in the community.
• Great organization skills.
• Attention to detail.
• Excellent written and verbal communication skills.
• Willingness to work as a team member.
• Experience working within a multi-disciplinary team as a direct service provider.
• Bilingual Spanish skills preferred.

Examples Of Duties
Duties may include, but are not limited to, the following:

• Co-lead the BHRS Infection Control Committee.
• Manage and provide practical support for the Medication Rooms located in clinical areas.
• Support laboratory resources for the clinical areas through contract management, staff scheduling and coordination of resources.
• Provide supervision to nursing staff.
• In collaboration with Medical Director and other BHRS Leadership will monitor adherence to medical/nursing policies, procedures and protocols and develop nursing policies, procedures and protocols as needed.
• Respond to client grievances, critical incident reports, and personnel matters.
• Set standards for high quality nursing practice at BHRS and lead continuous improvement efforts.
• Recruit, hire, provide orientation, training and supervision to Community Mental Health Nurses providing services in outpatient/field-based settings.
• Work in collaboration with the administrative supervisors of the clinical teams in which the nurses are embedded to ensure appropriate coverage and client care.
• Provide direct clinical care to clients with Serious Mental Illness when needed for coverage of clinical areas including administration of psychiatric injectable medications at outpatient clinics, client's homes or other community settings in or outside of the county.
• In collaboration with Psychiatry provide and support monitoring of anti-psychotic medications including clozapine) monitoring lab values, addressing critical results as needed, lead group medication appointments, and leading BHRS Performance Improvement Plans to ensure quality of care and health equity meeting measurement-based goals.
• Conduct psychiatric nursing admission assessments, develop care of plans with clients, and provide psychoeducation to clients with Serious Mental Illness and their families
• Participate/lead case conferences, complex case conferences and provide care coordination and collaboration with all members of the client's treatment team, including partners in primary care, specialty care, private providers, Health Plan of San Mateo and Community based organizations (CBOs).
• Provide case management, linkage and referrals to programs and services to meet the client's housing, financial and other psychosocial needs.
• Coordinate and participate in training, staff development, and professional growth activities.
• Observe, record, and report clinically significant changes in the client's condition.
• May travel to clients' homes, board and care facilities and other community locations in and out of San Mateo County to provide clinical care as needed for coverage.
• Perform related duties as assigned.

Qualifications

Licensure/Certification:
Possession of a valid California license as a Registered Nurse (R.N.).

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is;

• 
  Three years of professional nursing experience in an accredited hospital or clinic, of which at least one year included responsible supervisory experience, unless otherwise specified below in the additional qualifications.
  

Knowledge of:

• Nurse Practice Act.
• Principles and practices of nursing and clinical systems, including safety and infection control practices.
• Principles and practices of community health care including current trends in research, treatment, prevention, education and related services.
• Principles and practices of program management, including planning, implementation, and evaluation.
• Principles of budget preparation and monitoring.
• Principles of personnel training, supervision and evaluation.
• State and other regulatory requirements for assigned unit or program.
• Emergency Medical Services Act (EMS), relevant EMS regulations and functions, and public safety/law enforcement organizations, if assigned to EMS.
• Principles and practices of public health, public health nursing, epidemiology, communicable disease control and prevention, emergency preparedness response and environmental health, if assigned to disease control and prevention and public health nursing programs.
• Non-profit public/private entities, community/faith-based organizations and related state and federal agencies, as well target population for assigned program, if assigned to public health nursing programs.
• Treatment and intervention practices for acute psychiatric population, if assigned to psychiatric nursing.
• Third-party reimbursement systems, revenue streams, and other principles relevant to the financial management of operating rooms, if assigned to perioperative nursing.

Skill/Ability to:

• Organize, direct, coordinate and evaluate nursing services that ensure quality patient care and conform to all prescribed standards.
• Work cooperatively with other County departments and public and private organizations, including private medical providers.
• Analyze service delivery problems accurately, develop recommendations and take appropriate action to resolve them.
• Develop, evaluate and maintain accurate records; prepare complex and detailed written reports, procedures and contracts.
• Communicate effectively with administrative, medical, professional, clinical and citizen groups.
• Train staff and coordinate activities of contractors, volunteer groups and staff, as appropriate.
• Conduct field public health investigations; administer immunizations, TB skin tests, and chemoprophylaxis; and perform venipuncture and collect diagnostic specimen, if assigned to disease control and prevention and public health nursing programs.
• Maintain medical stability of acute and chronic conditions in a 24/7, non-medical setting, if assigned to correctional health nursing.
• Lead multi-disciplinary patient care conferences, if assigned to psychiatric nursing.
• Provide unit management and support during evening, off hours and weekends, if assigned to administration and designated as nursing supervisor.
• Surgical scheduling systems, if assigned to medical-surgical nursing.
