ABOUT THE CITY OF TULARE

Tulare’s Public Works Department oversees a wide range of essential services that support the community’s infrastructure and quality of life.

Infrastructure Highlights: 23 Active Wells; 125,000 Gallon Water Storage Tower; 5.5 Million Gallons of Total Concrete Water Storage; 7 GAC Treatment Sites; 277 Miles of Water Transmission and Distribution Mains; 2,500+ Fire Hydrants; 234 Miles of Sanitary Sewer.

The Water Division ensures the delivery of safe, reliable drinking and long-term aquifer sustainability. It oversees water quality compliance, conservation programs, groundwater recharge, hydrant testing, system repairs and meter service.

The Sewer Collection Division maintains and repairs the City’s sanitary sewer lines and lift stations and inspects new installations to ensure they meet City standards. Together, these divisions form a core part of Tulare’s utility operations, protecting public health and supporting future growth.

The City has a total budget of approximately $177.9M with a general fund of $69.8 million, and $55.7 million for the municipal utilities enterprise funds, i.e. water, solid waste, and wastewater funds. The budget includes Capital Improvement Plan (CIP) appropriations for fiscal year 2026 of $3.2 million in general CIP and $13.9 million between water and wastewater CIP.

POSITION OVERVIEW

Under general direction, plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex professional, technical, budgetary and office support related to all programs and activities of the Water and Wastewater Collections Utility Division; conducts and administers current and long-range planning activities; manages the effective use of the appropriate City's public works resources to improve organizational productivity and customer service; provides complex and responsible support to the Assistant Public Works Director and the Public Works Director in areas of expertise; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISE

Receives general direction from the Assistant Public Works Director and/or Public Works Director. Exercises direct and general supervision over water and wastewater collections utility operations and maintenance staff. Coordinates and monitors the work of outside contractors, vendors, and consultants as assigned.

CLASS CHARACTERISTICS


This is a mid-management classification that manages a division of the City's public works maintenance and operations activities, including water and wastewater collections distribution pipes, wells, lift stations and related appurtenances maintenance operations. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility. The incumbent organizes and oversees day-to-day activities and is responsible for providing divisional-level support to the Assistant Public Works Director and/or Public Works Director in a variety of areas. Successful performance of the work requires an extensive background as well as skill in coordinating departmental work. This class is distinguished from the Assistant Public Works Director and Public Works Director in that the latter have overall responsibility for all functions of the Department and for developing, implementing, and interpreting public policy.

Education and Experience: Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade and five (5) years of responsible experience in the water distribution or water quality field, including two (2) years of supervisory or lead experience.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, as well as to work in the field; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is partially a sedentary office, partially a field classification, and standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds and heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Employees partially work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees also work in the field and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
