We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. Department of Economic Opportunity is seeking qualified candidates to fill two Community Services Analyst II vacancies.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, you will be assessed on your work performance.
This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Community Services Analyst II.

Essential Job Functions- Prepares proposals, plans, reports and recommendations including investigative, factual, and analytical data in support of proposed community and senior services resources and programs.
- Meets and confers with various representatives of other County departments and outside jurisdictions and agencies in an effort to resolve conflicting or divergent opinions and to effect mutually acceptable solutions.
- Serves in a resource capacity to representatives of cities, school districts, and community agencies participating in community and senior services delivery programs.
- Interprets governing policies, regulations, and ordinances to contracting agencies.
- Evaluates performance of program or fiscal operations for compliance with applicable contracts, plans, and regulations.
- Develops recommendations for the creation of policy, goals, organization, operating procedures, and administration of programs.
- Participates as a team member in the assessment of funding proposals submitted by prospective contract agencies.
- Assesses the effectiveness of existing programs and develops recommendations for additional or alternative plans to improve community and senior services delivery.
- Investigates allegations of fraud or mismanagement involving agencies under contract with the Department of Economic Opportunity and recommends appropriate actions based on the findings.
- Supervises staff assigned to assist in the completion of a project as needed.
- Performs as the unit head as needed.
- Works with County businesses seeking Workforce Development services to connect to the appropriate County AJCC and Business Services Representative.
- Responsible for the daily operation of the Business Services email account to reply to inquiries from County businesses seeking Workforce Development services, to share recruitment and hiring event information to subscribers, and maintain current listing of subscribers.
- Attends community business events and meetings to promote the array of business services and employment opportunities available through the AJCCs with community partners working in the realm of Workforce Development.
- Monitors and analyzes the Business Services Survey and maintains of log of responses and outcomes to evaluate with supervising HSA I.
- Monitors and tracks business referrals from campaigns and programs such as the Fair Chance Hiring Campaign, Hire A Youth (Youth@Work) campaign, and all other business referrals that are sent to the AJCCs. The referrals must be reported to the respective Workforce Development Regional Managers to maintain the integrity of the AJCC system and to ensure compliance and adequate follow-up.
RequirementsOne year of experience participating in the development or implementation of community and senior services or related programs at the level of Los Angeles County's class of *Community Services Analyst I

Three years of experience in a **staff capacity analyzing and making recommendations for the solution of problems of organization, procedure, program, budget or personnel.
* Community Services Analyst I conducts more complex staff work in connection with identification and analysis of problem areas, planning, administration and evaluation of community and senior services, and economic utilization programs.
** Staff capacity is defined as work that includes assisting and supporting administration by doing research, analysis, and making recommendation to line managers on matters such as, utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives.
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - LIGHT:This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Additional InformationEXAMINATION CONTENT:Performance Evaluation weighted 100%. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
