PURPOSE:

Under the general direction of the Vice President of Administration and Finance & CFO (VPAF/CFO), the Executive Director of Budget and Planning is responsible for directing and overseeing the University budget process. Duties include: administering budget planning and development, preparing revenue projections, allocating division budgets; administering funds appropriated to the University; overseeing budgets of all other University funds including enterprise services (including Parking, and Extended Education), promoting fiscal and administrative integrity that encourages meaningful relationships with both internal and external constituencies; developing and recommending budget policies and procedures, supervising divisional campus fiscal officers on applicable budget/fiscal policies and procedures; overseeing position control; management/monitoring University Central Funds and Reserves; serving on the University Budget Committee, and participating on other University committees; and serving as the campus liaison with the Office of the Chancellor and the State Controller for budget matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following :

4. Training/information and providing leadership and direction to campus users

Other Functions :

Performs other duties as assigned by the Vice President of Administration and Finance & CFO.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of: principles and practices of budgeting, including capital budgeting; knowledge of accounting and financial structures and procedures in public higher education, including the use of accounting/budgeting software; general knowledge of principles of organization and management; working knowledge of research of techniques and of statistical principles and procedures.

Skilled in: collecting, analyzing, and synthesizing data and information from diverse sources, resulting in the creation of clear and comprehensive financial information; analyzing and reviewing the budgets and financial practices of the campus; use of financial planning & analysis software; principles and practices of supervising the work of others.

Ability to: Analyze situations accurately and to develop an effective course of action; interpret and evaluate existing policies and procedures and recommend and implement necessary changes; identify and implement long-range plans; communicate clearly and effectively, both orally and in writing; establish and maintain positive interpersonal contacts with internal and external individuals and groups. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.

MINIMUM QUALIFICATIONS:

Equivalent to a Bachelor’s degree from an accredited institution AND seven years of progressively responsible analytical experience, including four years in the preparation, justification, analysis, or the control and administration of a budget or budgetary program and three years supervisory experience.

PREFERRED QUALIFICATIONS:

Master’s degree in related field such as accounting, business administration or public administration. Experience in a higher education institution and/or non-profit organization. Current or prior experience in the CSU system highly desirable. Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
