The Job

The San Bernardino County Library System is seeking a Library Services Manager to support the County Librarian in overseeing key Library functions and support services, including Automation Services, Facilities Management, Fiscal Operations, and Personnel Administration. This role will be responsible for managing the department's budget, which includes developing capital improvement grants, and will actively contribute to the development of departmental policies and programs. Experience in project management, IT integration, and building management is vital as this position will also act as the primary point of contact for all library facility remodels, new construction projects, and Capital Improvement Plans (CIP).

CONDITIONS OF EMPLOYMENT


Pre-Employment Process: Prior to appointment, applicants must undergo a background check, which includes fingerprinting and a medical exam.

Travel/License: Travel throughout the county may be required. Employees will be required to make provision for transportation. At the time of hire, a valid California driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.

Minimum Requirements

Education: A completed Bachelor's degree from an accredited college/university in Business/Public Administration, Behavioral/Social Science, or a closely related field.

-AND-

Experience:
Three (3) years of experience analyzing, interpreting and making recommendations to management in one or more of the following fields: Budget/Financial Analysis; Information Systems/Automation Management; Grants/Contracts Management; or Facilities/Capital Improvement Projects AND one year of full-scope supervisory experience over a support services staff engaged in IT or fiscal operations activities.

Desired Qualifications

The ideal candidate will possess administrative experience in a library environment with extensive financial analysis experience, excellent oral and written communication skills with the aptitude to effectively coordinate and confer with groups and individuals of various levels, and the ability to build teams that provide results with a customer service focus. A strong IT background, including project management experience, is highly desired.
