DEFINITION: Under immediate (Engineering Aide I) to general (Engineering Aide II) supervision, performs a variety of routine technical support duties in the Engineering Department including but not limited to field survey, application processing for development services projects and right of way operations; performs a variety of customer related services; supports the Districts permit, encroachment, and easement documentation and processes; and performs related work as required.

Essential Functions

Positions at the Engineering Aide I level may perform some of these duties and responsibilities in a learning capacity.

• Performs client support services at the front counter; receives, processes and responds to customer questions concerning domestic water and sanitation service, new residential and commercial development applications.
• Applies departmental policies and procedures in determining the completeness of applications and supporting documentation; advises customer of document deficiencies and provides necessary forms.
• Calculates and ensures the proper collection of applicable fees for services to residential and commercial developments or improvements and encroachment permitting; coordinates meter installation locations and schedules installation with appropriate District staff; tracks permitting process and routes insurance documentation to appropriate District department.
• Responsible for maintaining critical information in the District’s official filing database. This includes scanning, editing, and indexing right-of-way documents and engineering drawings.
• Performs manual drafting of fire hydrants, detector checks, stub out connections, water services, and sewer laterals for cost notifications; assists with the maintenance of geographic information system (GIS) data for all District real estate assets and right-of-way; and works with other District departments to coordinate actions.
• Provides support to the District’s land survey operations; prepares for field work; reviews construction plans; drives to and from survey sites; monitors supplies; loads and unloads equipment.
• Uses basic survey techniques and practices to perform field electronic data collection; sets up traffic delineation and acts as flagman; clears brush in survey line and places survey stakes; performs duties of chain and rod person; assists in setting up and operating survey equipment and instruments..
• Maintains location maps, plans, and related records; interprets and obtains information from plans and maps for use in tasks,
• Observes and complies with District and mandated safety rules, regulations, and protocols.
• Performs other duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education and Experience:

• Engineering Aide I/II - Equivalent to a High School diploma.
• Engineering Aide I - One (1) year of performing clerical and/or technical tasks within a land development, survey, engineering, right-of-way, or construction management program, or a related field.
• Engineering Aide II - Two (2) years of experience performing clerical and/or technical tasks within a land development, survey, engineering, right-of-way, construction management program, or a related field.

Licenses and Certifications:

• Possession of a valid California Driver’s License, to be maintained throughout employment.

Positions at the Engineering Aide I level may exercise some of these knowledge and abilities statements in a learning capacity.
Knowledge of:

• Methods and techniques of reviewing applications and determining their sufficiency for permitting processes.
• Methods and techniques of calculating fees.
• Basic real estate transactions and documentation required for those actions.
• Methods and techniques of reading maps and related documents.
• The District’s geography and service area.
• Mathematical skills.
• Business letter writing and the standard format for reports and correspondence.
• Principles of the proper use and care of survey equipment and instruments.
• Record keeping principles and procedures.
• District and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Ability to:

• Review and process applications within scope of authority.
• Read and interpret plans and right of way maps.
• Conduct property searches, title searches, and recordation of land rights.
• Demonstrate strong customer service skills.
• Maintain accurate logs, records, and written reports of work performed.
• Make accurate mathematical calculations.
• Use drafting and surveying instruments and equipment.
• Prepare basic sketches and drawings.
• Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
• Effectively represent the department and the District in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.
• Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
• Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
• Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
