The Job

San Bernardino County Registrar of Voters offers a pivotal opportunity for a logistics expert with proven management experience to contribute to the successful administration of elections in San Bernardino County.

THE POSITION

The San Bernardino County Registrar of Voters (ROV) is seeking an experienced and strategic logistics and operations manager to lead and optimize the logistics and supply chain operations within the ROV Operations Division. This critical leadership role is responsible for planning, coordinating, and overseeing all logistics functions during election periods, including procurement, transportation, storage, and distribution of election materials, equipment, and supplies.

The ideal candidate will have a strong background in logistics management and operational leadership, with the ability to ensure the smooth and effective execution of the electoral process. They will collaborate with election officials, vendors, and volunteers to ensure the accurate and timely delivery of resources.

As a senior management team member, the Chief Deputy Registrar of Voters will also support the Registrar in the planning, conduct, and certification of all Primary, General, and Special elections, ensuring compliance with regulations and upholding the integrity of the electoral process.

ABOUT THE REGISTRAR OF VOTERS

The mission of the San Bernardino County Registrar of Voters is to conduct the County’s elections in a fair, accessible, secure, transparent, and efficient manner, upholding the highest level of election standards and accuracy, while always providing excellent customer service to both our team and the diverse population we serve. The Registrar of Voters also performs all voter registration functions, including the storing and maintaining of voter registration records, administering all local, state, and federal elections managing voting systems and equipment, performing election ballot processing and vote tallying, training of poll workers, and providing voting-related services to voters, elected officials, campaign groups, and other community stakeholders. Conducting elections is exciting and challenging. Attention to detail is critical and working as a team is vital to accomplishing successful elections. Permanent and temporary staff, as well as volunteers, assist in the variety of complex tasks required to conduct elections.

GENEROUS SALARY AND BENEFITS

This position offers full benefits and a c ompetitive salary range of $ 87,984.00 - $125,299.20 Annually DOQ , plus:

Anticipated Salary Increases of 3% effective February 2025 and 2026*

Bi-annual step increases of 2.5% up to Step 16

The County also offers an alternative Modified Benefits Option that provides a wage differential of 4% above the base salary rate with modified benefits.
MBO SALARY RANGE: $91,503.36 - $130,311.17 Annually

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Incumbents must pass a background investigation, which includes fingerprinting, work history and education verification, as well as a job-related physical exam and drug screening.

Work Schedule: During peak election periods, this position will be required to work extended hours which may include evenings, weekends (both Saturdays and Sundays) and early morning/late night hours on election day/night.

Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Minimum Requirements

EXPERIENCE: Three (3) years of administrative oversight or managerial experience over logistics and supply chain operations within large scale industries such as warehousing, military, retail, transportation, and distribution centers; responsibilities must encompass strategic planning, process optimization, and cost control. Experience must include one (1) year of managing multiple units within a department or organization. This experience may be concurrent, and must be clearly described in your work history.

EDUCATION: An Associate’s degree or equivalent (60 semester/90 quarter units) from an accredited college or university in Business/Public Administration, Logistics, Supply Chain Management, Economics, or other relevant field.

SUBSTITUTION:
A Bachelor's Degree may substitute up to one (1) year of qualifying experience as noted above. Substitution may not apply to the one (1) year of managerial experience as required.

An additional two (2) years of experience may substitute for the required education.

Note: Qualifying degrees must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. In addition, degrees completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at the college or university accredited by an accrediting association recognized by the United States Department of Education.

Desired Qualifications

The ideal candidate will have at least five (5) years of experience in logistics or supply chain management and possess the following skills and competencies:

LEADERSHIP AND OVERSIGHT: Successfully oversee the operations of an election, ensuring all support needs such as facilities, transportation, supplies, equipment maintenance, and communication are met. This includes full-scope supervision of logistics personnel and oversight of multiple units within the department, providing direction and ensuring the team works cohesively.

COORDINATION AND COMMUNICATION: Effectively coordinate and strategize with other sections to ensure smooth operations. This involves leading team meetings, delegating tasks, and ensuring clear communication channels within the logistics team.

RESOURCE MANAGEMENT: Responsibility for ordering, receiving, and distributing resources, as well as managing inventory and supply chains. They must ensure that logistics personnel are trained in these processes and perform their duties efficiently.

PROBLEM-SOLVING AND ADAPTABILITY: Adaptability to changing situations and solving logistical challenges as they arise. This includes mentoring and developing team members to enhance their problem-solving skills.

Experience within an elections environment is desired.
