Supports the operations and activities of the County’s Emergency Management Department (EMD) and the Hazardous Materials Section; performs directly related work as required.

Duties are performed under the direct supervision of the Hazardous Materials Manager, and the hazmat program is operated under State and Federal guidelines. Considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in a combination warehouse and office. Staffing of the Emergency Operations Center (EOC) and Unified Mobile Command unit (UMC) are required as needed.

HIRING SALARY: $53,435 to $69,971 (Estimated Annual Salary)

Minimum Qualifications

TRAINING, EXPERIENCE, AND REQUIREMENTS:

* High school diploma or GED, Associate’s Degree preferred but not required.

* Considerable experience in fire services, hazardous materials, and/or weapons of mass destruction.

* Experience in the calibration, maintenance, and record keeping of equipment.

The following certifications are recommended, but not required.

* ICS 100, 200, 300, 400, 700 & 800

* Firefighter 1

* Hazardous Materials Operations

* Must possess or have the ability to possess a valid South Driver’s License, Class E preferred.

* Must reside within 40 miles of 8500 Palmetto Commerce Pkwy, North Charleston within 6 months of employment.

Knowledge, Skills and Abilities

Knowledge:

* Thorough knowledge of hazmat operations and equipment maintenance.

* Thorough knowledge of functions and operations of local, state, and federal government as they pertain to man-made or natural disaster response and Hazmat/WMD response.

* Thorough knowledge of National Incident Management System (NIMS) the incident command system.

* Some knowledge of federal, state, and local laws, statutes, ordinances, practices, policies, and guidelines relating to emergency response.

* Some knowledge of grant writing and the grant process.

Skills:

* Skilled in speaking in public before both large and small groups.

* Skilled in operating a personal computer using standard or customized software applications appropriate to assigned tasks.

* Skilled in communicating effectively with others, both orally and in writing, using technical and nontechnical language.

* Skilled in reading and deciphering technical language and specifications.

Abilities:

* Able to relate and work with the public to help solve problems, including during times of anxiety and stress.

* Able to exercise critical thinking to respond to fast-changing environments in high-pressure situations.

* Able to remain calm and continue to work effectively in volatile, high pressure, noisy, and/or dangerous situations.

* Able to work independently with limited supervision and establish priorities as well as plan for and meet deadlines.

* Able to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

* Able to understand and follow oral and/or written policies, procedures, and instructions.

* Able and willing to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.

* Able to use integrity, ingenuity, and inventiveness in the performance of assigned tasks.
