Utility Enterprise Data Manager
Description
RequirementsMOS Codes - 3F371M (Airforce) 26Z- (Army) 2659 (Marine Corps)Education and Experience : Bachelor’s Degree or higher in Computer Science, Computer Information Systems, Information Technology, Business Administration, or a related field and five (5) years of experience in data management, data governance, or related roles, including two (2) years in a lead or supervisory capacity.
Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment.
General PurposeUnder general direction, oversee the strategic management, governance, and optimization of the utility’s business and industrial data assets and lead the implementation of modern data frameworks, enabling data integration, analytics, reporting, and machine learning capabilities to drive data-driven decision-making.
Typical DutiesLead efforts to establish a data-driven culture within the utility, collaborating with business units to ensure data is accessible and meets operational needs, and utility executives to establish vision and strategies for enhanced uses of data and information. Involves: Oversee the design, management, and optimization of data architectures, including data lakes, warehouses, and modern data platforms, ensuring scalability, flexibility, and seamless integration of data from various sources including industrial control and business systems. Collaborate with IT, SCADA, and business leadership to develop and execute an enterprise-wide data management strategy that aligns with business objectives and supports long-term data-driven initiatives. Identify areas for improvement in current data management processes, implementing modern frameworks to enhance performance, availability, and reliability of data operations. Ensure that data is reliable, accessible, and secure and that it supports the organization’s business and operational objectives. Lead efforts in research, development, and implementation of new solutions. Identify, assess, and mitigate risks in projects and operations.
Collaborate with business intelligence and analytics teams to ensure robust reporting and analytics capabilities are in place. Involves: Enable the organization to leverage advanced data analytics and machine learning for predictive insights and informed decision-making. Facilitate the development of dashboards, Key Performance Indicators (KPIs), and other performance-tracking tools that provide business units with high-quality, actionable data. Work across departments to integrate solutions and achieve broader organizational goals. Lead and manage organizational change to ensure a smooth transition and adoption of new technologies and processes.
Ensure the security and privacy of data assets by enforcing data governance policies and adhering to regulatory compliance requirements. Involves: Work closely with IT to secure data environments and manage access control, ensuring that data is protected while remaining accessible to authorized users. Develop and implement data governance policies and standards, ensuring data accuracy, consistency, and compliance with regulatory requirements such as the General Data Protection Regulation (GDPR) and the National Institute of Standards and Technology (NIST).
Supervise assigned staff. Involves: Schedule assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony—interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
