Austin Water’s Wastewater Treatment Plants receive flow from Austin Water’s sanitary sewer collection system and treats it before returning it to the Colorado River. Austin Water’s Biosolids Management Plant receives biosolids that are generated from the wastewater treatment facilities and further process these solids to create compost for land application and public sales.

The Austin Water Operations & Maintenance Division Manager will be responsible for the oversight of Austin Water Wastewater Treatment Plant processes and projects, and the effective leadership of designated staff.

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


Develops, executes, and evaluates strategic short-range and long-range plans and criteria for a variety of projects, programs, and division activities. Coordinates facility, process, and project activities within the division, between other Utility divisions and City departments, and with outside consultants, engineers, associations, regulatory agencies, neighborhood associations, and the general public. Evaluates programs for effectiveness and accomplishment of goals. Generates and analyzes data to discern patterns, discrepancies, and opportunities for process improvements. Prepares, consolidates, and monitors division-wide budget based on budgets for plants, laboratories, and treatment infrastructure. Contributes to writing specifications for requests for proposal (RFPs) or requests for quotes (RFQs), evaluates bid proposals, and recommends or approves contractor selection. Develops, reviews, revises, and approves procedures and specifications for plant, field, or laboratory operations; equipment; and technical instrumentation; analytical testing procedures; quality control programs; safety programs; and training programs. Interprets, explains, and ensures compliance with applicable policies, procedures, ordinances, and Federal and State regulations. Facilitates, conducts, and attends meetings and represents the division, department, and City. Provides technical advice and assistance to internal and external customers.

* The minimum qualifications for this position include graduation with a Bachelor’s degree from an accredited college or university with major coursework in a relevant field of study, plus six (6) years of progressively responsible experience related to the activities of the division, including three (3) years of experience which were in a supervisory or management capacity. Please select the license(s) that you currently hold. * How many years of experience do you have managing multiple wastewater treatment and/or biosolid management plants, with multiple direct and indirect reports in multiple locations? * How many years of experience do you have with large-scale Capital Improvement Projects? * How many years of experience do you have managing complex projects within the wastewater treatment process? * How many years of experience do you have in budget preparation and monitoring? * How many years of experience do you have in responding to wastewater emergencies, assessing criticality, and determining corrective action? * How many years of experience do you have using Computerized Maintenance Management Systems (CMMS) such as IPS, EAM, Maximo, etc., or other similar systems? * Do you have the ability to travel to multiple sites as part of the regular job duties? * Will you now or in the future require employer sponsorship for a work-related visa (e.g. H1B or other similar visa)? * This position requires a criminal background investigation (CBI).
