Job DescriptionThe Infrastructure and Safety Training Institute (ITSI) Program Director is a key member of the Division’s senior leadership team. Responsible for working with the assigned operational program’s leadership staff to ensure all aspects of its operations are reliable, consistent, are in alignment with division and Agency’s strategic plan, and follow all applicable laws and requirements. In addition, as a member of the division’s senior leadership team, the program director may at times be called upon to serve as an official representative in divisional manners.
This position reports to the Associate Division Director.
Required Qualifications:- Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience. (Equivalency: will consider an associate’s degree with twelve years of experience in project coordination, and/or delivery of training; High School Diploma/GED with fourteen years of experience in project coordination, and/or delivery of training.)
- Ten years of related experience in project coordination, and/or training delivery.
Required Licenses/Certifications:- Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
Preferred Qualifications:- Five or more years of experience leading people and teams.
- Two or more years of experience in leadership development.
- Master's degree preferred in technical field from an accredited college or university.
Physical Requirements:- Ability to lift and/or move light, moderate, and/or heavy items.
- Ability to travel independently to remote locations by driving and/or flying on commercial airlines.
- Ability to regularly use office-based equipment.

- As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.

Essential Duties, Tasks, and Percentages:Program Management, Implementation and Oversight - 40%- Directs and supervises program staff.
- Cultivates a positive work environment that encourages input from all staff members.
- Ensures programs remain consistent with the division’s priorities and strategic goals.
- Ensures programs compliance with applicable federal, state, system, and agency requirements.
- Utilizes individual knowledge of project coordination to ensure Training Managers, Coordinators, and Instructors are properly equipped for daily business.
- Closely monitors and manages the fiscal status of programs to ensure that it meets or exceeds the budgetary goals established.
- Works with program leadership to develop strategic plans, goals, objectives, policies, and procedures
- Works with program leadership to ensure program objectives are met.
- Assists program leadership in building and/or revising business development strategies and plans.
- Assists program leadership in identifying and securing program funding and expansion resources.
- Evaluates program procedures and performance reports.
- Develops, oversees, and approves program budgets, cost sheets, proposals, and contracts.
- Provides monthly programmatic progress report to supervisor.
- Analyzes program statistics for tracking and reporting purposes.
- Builds/maintains relationships with program customers.
- Assists in division and program conference activities to include speaking, coordinating travel, booth set up/operations, and potential program leads follow up.
- When called upon markets agency and division programs and events to potential customers.
- Ensures any assigned grant and contract deliverables are met and remain within budget, including required reporting.
Supervisory Management - 40%- Selects, coaches, and supervises program staff and fosters a culture of positive employee engagement.
- Provides timely feedback and coaching as needed and initiate performance management steps when appropriate.
- Fosters an environment that encourages collaboration and engagement, with the goal of retaining qualified staff.
- Provides appropriate professional development opportunities for staff.
- Assures staffing is at appropriate levels for the delivery of services.
Division and Agency Support - 20% - Actively takes ownership and contributes to the overall direction and success of both the division and the Agency.
- Actively takes ownership and contributes to the division’s senior leadership team.
- Actively participates in the overall success of the ITSI team environment.
Other Duties:- Performs additional work duties as assigned.
