Fulton State Hospital is seeking a Human Resources Director. The Human Resources Director is responsible for the implementation of the total personnel program to include recruitment, selection, placement, and discipline of the workforce as well as an effective program of employee relations. Applicants for this position must have a working knowledge and experience with personnel state and federal laws, including the rules and regulations of the Missouri Office of Administration - Division of Personnel.

Preferred qualifications include a bachelor’s degree in a related field (master’s degree preferred) with a minimum of 15 credit hours in Personnel or closely related field; and four or more years of professional human resources experience. The position offers excellent state benefits, and a semi-monthly salary of $3,664.93. Application materials must be received by 4:30pm on January 17, 2025.

Fulton State Hospital is a 449-bed facility, which is part of Missouri Department of Mental Health. Located in central Missouri, Fulton is located close to Columbia, home of the University of Missouri, and Jefferson City, the state capitol. The entire central MO area is a wonderful place to live, work, and raise a family. Cost of living in the area is moderate compared to larger cities, with affordable housing and high-quality public and private schools. Additionally, Fulton State Hospital is in close proximity with St. Louis, less than a two-hour drive to the east; and Kansas City, a two-hour drive to the west .

What you’ll do:

Develop and maintain positive relationships between staff and management, resolving conflicts and grievances while fostering a supportive work environment for all.

Oversee talent acquisition strategies to attract top talent and implement retention programs to reduce turnover and enhance staff satisfaction

Oversee the implementation of programs that promote staff well-being.

Direct Staff Development team to ensure quality training measures to enhance staff skills and career growth.

Drive initiatives to improve employee morale, engagement, and alignment with the hospital’s mission and values.

Ensure compliance with the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and all relevant state and federal regulations.

Provide expert guidance to leadership on HR policies, labor laws, and best practices.

Other duties as assigned by the FSH Appointing Authority or Department of Mental Health (DMH) Central Office.

The ideal candidate for this position will possess the following:

A bachelor’s degree in human resources, business administration, or related field;

A master’s degree (preferred);

4 or more years of professional Human Resources experience;

1 to 2 years of supervisory experience;

PHR/SPHR or SHRM-CP/SHRM-SCP certification is a plus.

Strong knowledge of the ADA, FMLA, and other applicable labor laws and regulations.
