Summary

Job Title

Incumbent typical work assignments may include the following:

  1. Exercises full supervisory and personnel management responsibilities, directing a team of federal and contractor FOIA action officers by assigning workloads, developing performance standards, executing disciplinary measures, recommending hiring actions, and fostering a high-performance, EEO-compliant environment.

  2. Serves as a Senior FOIA Subject Matter Expert and Technical Authority, providing expert guidance, training, and leadership to the OSW, the JS, and Defense Agencies and Field Activities to ensure strict compliance with the Freedom of Information Act (FOIA) and the Privacy Act (PA).

  3. Oversees complex FOIA and Privacy Act case processing operations, analyzing and approving final release determinations for highly sensitive, classified, and national security records (including records of the Secretary of War and Chairman of the Joint Chiefs of Staff), and ensuring all release decisions are legally sufficient before signature approval.

  4. Directs the modernization and continuous improvement of the OSD/JS FOIA Program, analyzing business processes to implement automated eDiscovery/FOIA tools, establishing compliance metrics, reducing case backlogs, and managing the electronic public reading room.

  5. Provides authoritative policy and legal coordination, working directly with the DoD Office of General Counsel and the Department of Justice (DOJ) to draft legal affidavits supporting FOIA litigation, and developing organizational FOIA/PA policies and compliance audits to improve enterprise workflow and information governance.
