ABOUT THE POSITION

An ideal candidate has experience leading multiple technical or analytical teams, ideally through subordinate managers. Directs the following information technology functions for Harry Reid International Airport and the General Aviation airports that involves the governance, prioritization and delivery of strategic initiatives which must be supported and run with near 100% reliability in a 24/7 environment:





This class provides division-level management over a broad-based program of information technology, project management, business intelligence, and enterprise systems to ensure that technology resources, applications, data solutions, and strategic initiatives are effectively utilized on a Department of Aviation-wide basis. The incumbent must exercise independent judgment and discretion in determining operational strategies for resource utilization, project prioritization, portfolio governance, technology implementation, business improvement initiatives, and support for programming, systems, and user staff. In addition to providing management oversight, the work involves developing and implementing policies, procedures, governance frameworks, and standards, and ensuring the overall effectiveness of assigned areas of responsibility, including project management, data analytics, enterprise applications, and related technology services. The incumbent must demonstrate broad knowledge of computer software and hardware, project and portfolio management practices, business intelligence technologies, and enterprise systems used in the airport and aviation industry. This class is distinguished from the Airport Chief Information Technology Officer (ACITO) or Senior Director of Aviation in that the latter assists the department head in all phases of department management and has a broader line management role over multiple functional areas: IT Project Management, Business Intelligence, and Enterprise Systems & Applications.

Supervision Exercised and Received: This position reports to the Director of Aviation through the ACITO. The individual is responsible for the direction of a small sized division; nearly all technical/professional with some support staff.

MINIMUM REQUIREMENTS

Education and Experience:

Bachelor's Degree in Aviation Management, Computer Science, Business or Public Administration or a field related to the work and five years of full-time high-level experience working in a complex information technology environment, two years of which includes supervisory/management experience. Airport or other high volume 24/7 operating environment experience preferred. Master's Degree preferred. Equivalent combination of formal education and appropriate related experience may be considered. A Project Management Professional (PMP), Program Management Professional (PgMP), or Portfolio Management Professional (PfMP) certification is preferred; Agile certification (e.g. Certified ScrumMaster, SAFe) is a plus.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted and maintain a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a five year employment and residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.
