The Opportunity We are pursuing qualified candidates to fill Principal Analyst, CEO positions within the Chief Executive Office. The position assists the Chief Executive Office to manage the County's administrative, financial affairs, and/or policy priorities under the general direction of a Manager, CEO.
Essential Job Functions Position Responsibilities - Leads or supervises a section/project(s) in the Chief Executive Office
- Leads or supervises staff
- Conducts program and organizational reviews as directed by the Board of Supervisors or upper management
- Analyzes and/or reviews the most complex requests for medium to large-size departmental budget units
- Develops and monitors Countywide budgets
- Participates in the Chief Executive Office’s strategic planning
- Prepares and reviews a variety of documents
- Consults other section supervisors/staff, upper management, County departments, and/or external stakeholders
- Represents the Chief Executive Office and assigned section
- Analyzes and develops responses to motions by the Board of Supervisors
- Implements a variety of Board-Directed priorities

Requirements Requirements to Qualify Three (3) years of experience analyzing and making recommendations for the solution of problems in areas such as budget, finance, operations, policy implementation, classification, compensation, capital projects, legislative policy, organization and management, employee relations, risk management, marketing, or asset management at the level of Los Angeles County class of Senior Analyst, CEO* or higher.
Special Requirement Information * In the County of Los Angeles, experience at the level of Senior Analyst, CEO is defined as working independently to provide professional staff support to the head of an organization including the planning, coordination, direction, and control of various functions.

What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Out-of-Class Experience will not be accepted for this examination. LicenseA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical ExpectationsPhysical Class 2 - Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Desirable Certifications The following certifications are desirable but are not required for qualification or final selection for this position:
- Professional Human Resources (PHR), issued by the Human Resources Certification Institute (HRCI)
- Senior Professional in Human Resources (SPHR), issued by the Human Resources Certification Institute (HRCI)
- Certified Employee Benefits Specialist (CEBS), issued by the International Foundation of Employee Benefits Plans (IFEBP)
- Labor Relations Academy Masters Certification (CLRM), issued by the California Public Employers Labor Relations Association (CALPELRA)

Applicants must achieve a passing score of 70% or higher in Part 1 in order to proceed to Part 2 - Writing Assessment.
Part 2: A Writing Assessment, weighted
25%, assessing English Structure and Content, Written Expression, and Prioritizing Information.
Applicants must meet the Requirements to Qualify and achieve a passing score of 70% or higher on each weighted part of the exam in order to be placed on the eligible list.
Exam Review Some exam components are not subject to review by candidates. Multiple-choice and/or simulation assessments are not reviewable by candidates per Civil Service Rule 7.19.
Transfer of Test Responses - If you have taken identical components recently for other exams, your responses may be automatically transferred to this exam.
- This examination contains test components that may be used on future exams, and your responses could be transferred to that exam.

Eligibility and Vacancy Information
Applicants who passed all assessment(s) will be placed on the eligible list in the order of their score group for a period of six (6) months. We will use this list to fill vacancies within the Chief Executive Office’s as they occur.
Selection Certification
In accordance with TITLE 5 - PERSONNEL, APPENDIX 1 (Civil Service Rule 11.03) of the Los Angeles County Code, from those who pass the examination, we may establish secondary list(s) targeting specialized skills and experience in the following areas:
- Asset Management
- Budget and Finance
- Classification and Compensation
- Contracts
- Employee Relations
- Human Resources Operations
- Poverty Alleviation and/or Service Integration
- Research
