THE DEPARTMENT

The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

The department includes Planning, Building and Safety, Code Enforcement, Housing, and Environmental Services.

THE OPPORTUNITY
The Community Development Department is looking to fill two (2) Office Specialist positions in the Plans and Permits division. One (1) position is for the Permit Center front desk receptionist and one (1) position is in the Plans and Permits/Plan Check Divisions. The department is searching for motivated and enthusiastic individuals who will work well in a team environment. The ideal candidates will possess excellent customer service and communication skills with the ability to perform a wide range of administrative tasks in support of the department. A successful candidate will be able to develop and maintain effective working relationships with coworkers, supervisors, department heads, and members of the public.
Key duties include delivering exceptional customer service in person, as well as via phone and email; preparing permits and plans for scanning and indexing to the City’s document management system; maintaining and replenishing permit forms and files; preparing and distributing the monthly DSC Counter Report from daily visitor log; assisting visitors in the self-help area; and providing support to the Building Inspection, Plans and Permits, and Plan Check divisions.

Definition
Performs a wide variety of general clerical duties in support of specific functions and programs within the department assigned.

Class Characteristics

Office Specialist I: This is the entry-level class in the series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. This class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Office Specialist II: This is the journey level class within the series and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Incumbents receive general supervision from an assigned supervisor. Positions in this class are flexibly staffed and are normally filled by advancement from the I level. This class is distinguished from the Senior Office Specialist in that the latter performs advanced journey level work requiring a high level of independence and specialized knowledge, and/or provides lead direction over assigned staff.

Some positions within this classification may be permanently assigned at the Office Specialist I level based on the level and the nature of the duties assigned.
